trying to install a piece from the top, install a piece from underneath. A cap could be machined with the same taper in it and a center bore for the shock stem with necessary clearance for motion. Just jack the front of the car up, remove the 14mm bolts holding the shocks to the tower, let them drop a few inches and slide the cap into place. Raise the shock back into place and secure the bolts. The cap wont have anywhere to go and wont interfere with any strut tower braces. :)
